The fourteen rungs
One note per qualification. Each is self-contained: it derives everything from PLFS for that rung alone, so it can be read without the others. The ladder-wide comparison lives in the analysis README; the numbers behind every table are in QUERIES.md, and what the figures do and do not support is in ASSUMPTIONS.md.
Rungs are ordered by qualification, not by outcome — reading them in order is the point, because the ordering is what shows that field matters more than level.
